Een verkenning van de implicaties van het Klimaatakkoord

In het Klimaatakkoord worden diverse plannen gepresenteerd voor de verdere groei van hernieuwbare energie en voor andere manieren van broeikasgasemissiereductie. Een aantal daarvan heeft significante ruimtelijke impact. Dat leidt tot nieuwe vragen die in het akkoord zelf nog niet zijn geadresseerd, maar bij de implementatie ervan zullen moeten worden opgepakt. In dit artikel verkennen we vier van deze vragen.

Spatial challenges by climate policy: an exploration of the implications of the Dutch Climate Agreement

In the Dutch Climate Agreement, various plans have been presented for the further growth of renewable energy and other greenhouse gas emission reduction options. Several of these also have a spatial impact, which leads to new questions. In this paper we tentatively explore four of these. Firstly, the package of technical measures has been broadened, leading to new trade-offs between climate options, also in  spatial impact. New synergies will be possible, for example between wind or solar energy development and options related to agricultural and land use. Secondly, innovations can provide a solution for negative spatial impacts of energy and climate measures. But innovations can also lead to new dilemmas, for example because they open up new landscapes for renewable technologies in which they were not feasible before. Thirdly, a spatial definition of profits and burdens of climate options may help in more effectively realising local ownership. Fourthly, the governance of energy and climate policy is a complex issue in which top-down and bottom-up approaches will need to reinforce each other. So far, the focus has been on the top-down process; the extent to which local experiences will lead to changes at national level remains to be seen in the coming years.
