Een motie in de Tweede Kamer in 2014 leidde tot het rijksprogramma ‘Naar nationale parken van wereldklasse’ en een bijbehorende nieuwe kwaliteitsstandaard voor nationale parken. Het doel: nationale parken met internationale allure. Iconen van de Nederlandse natuur, die grote natuurkernen én unieke landschappen bevatten, toegankelijk zijn en zorgen voor meer maatschappelijke betrokkenheid bij natuur. In de nieuwe aanpak wordt daarom gezocht naar manieren om landschapsecologische, cultuurhistorische en landschappelijke waarden leidend te laten zijn bij de begrenzing en inrichting van bestaande en nieuwe nationale parken. Dit leidt ook tot dilemma’s ten aanzien van criteria, zonering, begrenzing en ruimtegebruik.

 

Dilemma’s in new style national parks -navigating between fluid and solid arrangements

National parks, nature, landscape, borders, criteria 

Dutch politicians demanded an upgrade for national parks. These parks should be unique areas with large nature core zones and unique landscapes in order to acquire international allure that attracts sustainable economic activities. Land use and regional activities should support these goals. The existing national parks do not meet this new standard. Therefore parks are now looking for a new balance in a development-oriented way of nature and landscape protection in order to improve the quality of nature, landscape and liveability. The transition produces a diverse palette on approaches ranging from small strict nature reserves to large-scale areas including cities. Suggested boundaries are based on landscape ecological criteria or on administrative boundaries. Despite given guidelines the criteria are apparently open to multiple interpretations. We advise to implement a national park zoning model for land use. The core and bufferzone should exceed a minimum of 10.000 hectares nature. The outer border of the transition zone can be fluid. The design of borders of the zones of a new national park should be based on ecological, historical and landscape criteria.
